The short answer to why Congress is missing in action, as the editorial (March 3) ably catalogues its failures, is that it has become the Duma. Donald Trump, aping monarchy, prefers instead to rule by decree (executive action equalling a royal prerogative), rather than as an “illiberal” democrat wielding a rubber stamp legislature.
The effort more prosaically would in any case be too much for his laziness.
